The Illegal, Unconstitutional Bush-Obama Auto Bailout.

The author stresses the unconstitutionality of the automobile industry bailout and restructuring program and the lack of legal authority of U.S. presidents to bail out automobile manufacturers. He calls the intrusion of the administration of former President George W. Bush and current President Barack Obama as an illegal use of the Troubled Asset Relief Program (TARP). The provisions of TARP are explained. He points out the belief of several analysts that the plan of Bush to use TARP for the bailout would be illegal.
