This article, which is a response to the article "Creating Demand for Global Governance: The Making of a Global Money Laundering Problem" by Rainer Hülsse, presents the establishment of the Financial Action Task Force as The author questions Hülsse's argument that the development of the FATF preceded the establishment of the fact that money laundering was an issue requiring multilateral changes to governance.
