Notice on Implementing the Plan of College Graduate Volunteer Service in Western China (2003).

The article examines the implementation of the Plan of College Graduate Volunteer Service in Western China. The Western China Program, initiated through this policy, organizes college students to engage in full-time volunteer services. The said policy is first carried out and in accordance with the principles of open recruitment, voluntary application, organized selection and unified dispatch. In this paper, recruitment and pre-service training procedures, in-service procedures and post-service arrangements are provided. One of the procedures is that the Central Committee of the Communist Youth League and the Ministry of Education should jointly establish a group for the Plan of College Graduate Volunteer Service.
