The article reports on the pronouncement of U.S. House Financial Services Committee Chairman Barney Frank for the Department of the Treasury to complete the allocation of some $700 billion financial rescue fund designed to prevent home foreclosures. It cites Frank's clash with Treasury Secretary Henry Paulson over the Bush administration's stance on how to allocate the fund.
