"Benefit of the Doubt": African-American Civil War Veterans and Pensions.

This article recounts the history of African-American Civil War veterans with respect to their pensions. Official statues contained no mention of race indicating that the pensions should be administered to white and black soldiers alike but, despite this, the system managed to deny benefits to many soldiers.
