NUCLEAR GLASNOST.

The article reports that North Korea has submitted a paper on its nuclear activities to the head of the Chinese delegation Chinese Deputy Foreign Minister Wu Dawei, at the six-party talks on the Korean nuclear problem in Beijing. The state has disclosed its nuclear programs for material aid in the form of fuel oil supplies and for an easing of international sanctions. Furthermore, Wu Dawei states that a monitoring mechanism will be established to ensure the commitments of both parties.
