- Discusses the importance of maintaining the combat-search-and-rescue (CSAR) capability of the United States Navy. Frequency of Navy involvement in low-intensity conflicts; Lack of CSAR assets evident during the 1991 Gulf War; Factors that have shifted attention from CSAR; Ability of the Department of Defense to maintain a joint policy that directs each service to provide CSAR capabilities for its own forces.
