Abstract

The article argues that there are three distinct water crises, and it is by looking at how these challenges are interrelated that the global characteristics of water resource dilemmas can be better articulated and solved. Such crises include the crisis of access to safe drinking water, the crisis of pollution that is analogous to climate change, and the crisis of scarcity, or resouce depletion. It is also argued that the solutions to these require both local and global action at the policy and economic level to improve agricultural water use.
