Abstract
- The article discusses a court case wherein the defendant's right to protest and to demonstrate on a public pavement was upheld by the English Divisional Court in 2002. His demonstration gave rise to a legislation whose constitutionality had been questioned. According to the author, the bill appears to be a "hybrid" bill and yet the Parliamentary procedure for "hybrid" bills has not been used. The nature of "hybrid" legislation is defined and the Parliamentary procedure for enacting it is discussed.
