If ''The Hills'' is an indictment of 20-something women behaving as if they were not yet old enough for bat mitzvahs, ''The Paper,'' a new reality series following it on Monday nights on MTV, is a different kind of exercise in ageism. It plays into stereotypes of overscheduled teenagers who run around with goals of world domination, who believe that an advanced-placement class is license to act as though they were 42.
