Abstract
- This article reveals that the Pell grant program would be the winner under the fiscal 2009 $3.1 trillion budget proposal of the administration of U.S. President George W. Bush. The lossers would be career training programs and those that aid minority serving institutions. The Pell grants would be given a record $18.9 billion, which is an increase of almost $2.7 billion compared to the 2008 budget.
