Abstract

The article presents information on Iraq's budget for 2008. The country plans to spend $19bn on capital projects, including $900m in the capital, Baghdad. Senior officials warned that the fight against insurgency was still continuing. Deputy prime minister, Barham Salih, said that terrorism hampers the building of a country and so it has to be confronted. Although Baghdad would be allocated as least $300m for its operating budget, it was unclear whether it could spend the capital funds.
