States Clear Initial Hurdle On ELL Tests.

The article presents information on U.S. states' English-language proficiency tests required for compliance with the federal No Child Left Behind Act (NCLB). A University of California at Davis study shows that all states and the District of Columbia have implemented the tests for English-language learners (ELLs), but to date the effectiveness of the tests in predicting ELLs' classroom success has not been proven. Information on federal-state cooperation on the tests is included.
