Human Security and American Soft Power.

This paper provides an empirical evaluation of the claim made by soft power advocates and US policymakers that educational exchange programs promote US interests by advancing liberal practices in authoritarian states. The study examines the long-term influence of US-hosted educational exchange programs on states' human rights practices. The assessment encompasses 164 countries and evaluates the overall effect of both military exchanges and civilian exchanges during the years 1976-2001.
