Abstract
- The article examines the establishment of national-states on the Balkan peninsula, within the framework of modernization, class structure and ethnic composition of the territory. The author discusses states and empires to clarify the differences between them as governing structures. He comments on their respective comparative advantages for providing external and internal security for inhabitants, based on the experience in Serbia and Greece.
