Governor Chet Culver of Iowa has signed legislation creating the All Iowa Opportunity Scholarship. Legislation signed by Oklahoma Governor Brad Henry requires that money necessary to pay for statewide scholarship programs be deducted from the state's general revenue before lawmakers are given the amount they have to appropriate each year.
