- The article cites Houston, Texas, as an example of a city that builds more roads as a solution to traffic congestion, because surrounding land is cheap and open. Congestion has increased in Houston nonetheless, and remains a major concern for Houstonians. Solutions being tested by the city's mayor, Bill White, are noted.
