Abstract
- The article focuses on the anticipated increase of illiteracy rates in the U.S. The Educational Testing Service Inc. (ETS) foresees the deteriorating literacy of American workers to continue through 2030. It adds that the illiteracy rate of Hispanics, the biggest working population of high school undergraduates, will increase from 14% to 20% in 2030. It likewise states that the complex problems of illiteracy has resulted from the confluence of various economic and demographic factors. Meanwhile, Hispanics and African Americans achieved their highest number of high school graduates in 1969.
