Abstract

Sustainable development refers to an inherently precarious situation in which growth is thought to be enduring, while also compatible with what a finite resource can support. In Newfoundland the fishery has proved unsustainable. The paper examines the circumstances underlying the collapse of the cod fishery in 1992 which gave rise to widespread unemployment throughout the region. It suggests that sustainable development based on fisheries resources is too insecure for the people of regions that depend on them, but this does not mean that a fishery cannot be sustained at some level.
