Abstract

The article presents information on a judgment pronounced by a New York federal court that asked former Haitian warlord, Emmanuel Toto Constant, to pay three women plaintiffs a total of $19 million. The three plaintiffs alleged that Toto asked his henchmen to rape them in front of their children. The court concluded that Toto was guilty on grounds of extrajudicial killing and crimes against humanity.
