Many questions remain unanswered.

The article presents opinion on problems which were seen in proposals which were offered by Liam Donaldson, the chief medical officer of England's Department of Health & Social Services. Donaldson had proposed broad changes to the regulation of the medical profession in that country. A discussion of problems associated with the proposals handling of medical partnerships and affiliates is presented.
