The War Powers Outside the Courts.

The article focuses on issues concerning the proper role of the U.S. Executive and Congress in the war powers area. The limits of traditional methodologies are discussed. Patterns followed for the proper evaluation of the constitutional jurisprudence of a judge are presented. The question of whether congressional authorization must be explicit and addressed to a particular controversy is analyzed.
