Abstract
- This article questions the choice of fund allocation by the U.S. Department of Homeland Security. While counterterrorism money to New York City has been cut by forty percent, companies such as Shirlington Limousine & Transportation, owned by convicted felon Christopher Baker, were being paid $25 million to shuttle Homeland Security officials around Washington D.C.
