Abstract
- The article studies the growth and development of professional special education organization in the U.S. The formation of the International Council for the Education of Exceptional Children was brought by teachers and other devoted to specific fields of special education. The acceptance of the Council as participating educational organization came rather slowly, for in the first few years of its existence.
