The article comments on van der Merwe's paper on strategic spatial decision-making and facilitative role for the state presented at the South African Geography Conference held in Cape Town. The author argues that determining economic development potential in the way van der Merwe and the National Spatial Development Perspective attempt to determine it, is somewhat more complex.
