Abstract

The article discusses the scope and controversy over the implementation of the P. L. 93-112, The Rehabilitation Act of 1973 in the U.S. The Act is one of the most significant measures ever enacted by the Congress to aid the handicapped in the country. The legislation that surrounded it was significant because the Vocational Rehabilitation program, which is operating in every state of the nation, is generally considered to be one of the most popular and successful programs ever initiated by the federal government.
