Abstract
- This article reports on the outlook for higher education in the state legislature of Pennsylvania. For the universities in the Pennsylvania State System of Higher Education $472.1-million have been approved, a 6-percent increase. Public backlash over a pay increase state lawmakers approved for themselves last year has prompted conservative legislators to push for a bill that would put a cap on spending in an effort to raise their sagging poll numbers. Governor Edward G. Rendell, a Democrat, has said that any cap on spending must have exceptions for certain items, including education.
