Abstract

The article reports on new information showing that thousands of tips reported to the Federal Bureau of Investigation (FBI) by the National Security Agency in the months following the terrorist attacks of September 11, 2001 led to dead ends or innocent Americans. According to the author, FBI officials repeatedly complained to the agency that the unfiltered information was swamping investigators. It is also suggested that former FBI director Robert S. Mueller III raised concerns about the legal rationale for a program of eavesdropping without warrants.
