Abstract

The article focuses on the examination being made on the Javis-Wagner-O'Day (JWOD) program for disabled and the Randolph-Sheppard initiative for blind people by the U.S. Senate in 2005. U.S. Senator Michael Enzi (R-Wyo.), chairman of the U.S. Senate Health, Education, Labor and Pensions Committee, criticized the programs. Office supplies and service companies have encountered minimal competition under the JWOD. The National Industries for the Severely Handicapped played a significant role in the JWOD program.
