The article analyzes the European Union green paper on succession and wills. Article 65 of the Treaty of Rome prompts governments to take measures to improve judicial cooperation in civil matters with cross-border implications. The green paper is an attempt to start the process on succession issues. Although the harmonization of internal succession laws is not currently proposed, the assumption that there were broad similarities was incorrect. There are very many people whose origins are different from their endings. To determine which law will apply to their estates may involve more than two countries vying for priority.
