Abstract

The article assesses the collateral damage suffered by the United States on the wake of war on terrorism. The article reports that in the wake of the terrorist attacks of 2001, the United States government undertook a rushed effort to increase security. In addition to new legislation such as the Patriot Act and the Homeland Security Act of 2002, the government dramatically ramped up enforcement of laws. In response to the terrorist attacks of September 11, 2001, the U.S. government has already passed three major new laws in 2002. Another major change after these attacks are that the U.S. scientists and engineers now account for less than one-third of the world's scientific papers.
