Abstract

Focuses on the possibility for the New York Legislature to set up branches of the existing lower courts where poor persons with claims not in excess of a hundred dollars can get quick action at trifling cost. Significance of the proposal as a victory for justice; Observation of the country of the efforts of the state of ensuring expeditious handling of new cases; Proposal of a bill which will grant to each litigant the right to examine fully his opponent and his witnesses at any time before trial.
