DIFICULDADES E DESAFIOS DOS MANDATOS ELEITORAIS COLETIVOS NO BRASIL: A INCLUSÃO EXCLUDENTE PROPOSTA PELO PROJETO DO NOVO CÓDIGO ELEITORAL BRASILEIRO.

Collective electoral mandates are an institute that, without legal provision, arise in the practice of Brazilian politics. When well implemented, collective mandates can become an important instrument for expanding political representation. In the proposal being processed in the Brazilian National Congress for a new Electoral Code, there is a provision to regulate this institute. This article conceptualizes and seeks to understand the collective mandate and, finally, will analyze the complementary bill - PLP 112/2021 - which aims to establish the new Electoral Code with regard to the regulations of collective candidacies and will debate the problems of the proposal that does not seem to value the fundamental aspects of the institute. This article is developed through bibliographical research and comparison with the democratic guidelines of the Federal Constitution and the informal institute of collective mandates.
