Abstract

This article explores geoeconomic dynamics, from a Luttwakian perspective, in the relations between Brazil and Paraguay, focusing on the Itaipu Treaty (TdI, acronym in Portuguese) as a central element. Geoeconomics is adopted as an analytical tool to examine how Brazil employed geoeconomic strategies in the pursuit of hegemony, unleashing a 'war by other means' against an adversary considered less capable. Established in 1973 during the Alfredo Stroessner regime, the TdI became a crucial scene for this interaction, transforming the construction of the Itaipu dam into a point of convergence between political power and economic interests. Brazil, as a key player in this scenario, assumes the role of a relatively dominant geoeconomic actor in the South American subcontinent, shaping bilateral negotiations according to its interests.
