Abstract
- This paper examines the effectiveness of the legal system in protecting citizens from arbitrary killing from the state. It presents data on the number of state killings in Uruguay, Argentina and Brazil, and on the judicial response to these killings. The analysis includes a discussion of inequality before the law, and calculates the effect of belonging to a certain disfavored social group on the effectiveness of the rights of members of that group.
