LOS ASIENTOS CIUDADANOS EN EL CONSEJO NACIONAL DE SEGURIDAD PÚBLICA: PARTICIPACIÓN FORMAL E INCIDENCIA INFORMAL.

The participation of representatives of organized civil society in the National Public Security Council of Mexico allows us to discuss the practical scope of the collaboration of some social agents in the definition of public policies on the matter. From a theoretical point of view, a selection of conceptual approaches focused on the relationship between participation and incidence allows us to clarify the case study in this article as an experience in which formal participation channels have not generated formal incidence mechanisms but have a series of informal possibilities to increase the legitimacy of the government sphere and the reputation of the organizations selected to participate in the Council.
