Abstract

The article "Lessons from the processes in Coahuila and the State of Mexico in 2023" analyzes the local elections in Coahuila and the State of Mexico, highlighting the capacity of the INE and the TEPJF to organize and resolve conflicts in a context of high polarization. The importance of studying the internal logics of local electoral processes and the clientelistic cooptation of the PRI in the State of Mexico is emphasized. The coalitions and candidates in both states are also mentioned, as well as the attacks from the president and Morena towards the electoral authorities. Information is provided about the appointment of new members in the electoral authority, including Guadalupe Taddei as president. The complexity of organizing electoral processes in Coahuila and the State of Mexico is highlighted, as well as the institutional capacity of the INE to carry them out in a legal and expeditious manner. Different judgments and cases related to elections in Mexico are analyzed, and the sanction imposed on Morena for the financing scheme with resources from Texcoco municipality workers is mentioned. A change in voter preferences and the consolidation of the PRI-PVEM-NA-ES coalition as a competitive option in the elections in Coahuila and the State of Mexico is observed. In the State of Mexico, the candidate of the PRI-PVEM-NA-ES coalition won in 77 municipalities, Morena in 38, the PRD in nine, and the PAN only in one. Voter turnout has had ups and downs in the State of Mexico, with an increase in 2017 and a decrease in 2023. The role of clientelistic networks in electoral behavior is highlighted, and the importance of maintaining an institutional relationship between the Executive Power and the electoral authorities to guarantee legality in future electoral processes is mentioned.
