Potential green procurement implementation in construction context to promote circular economy.

The construction industry is a critical sector contributing to economic, social and environmental development. The construction industry also provides physical facilities and infrastructure for people, which from these activities, involves many processes and phases which contribute towards environmental issues. The construction industry requires urgent attention to sustainable development to minimize environmental impacts. The construction industry must also align its strategy with the current global state's Sustainable Development Goals (SDGs). The Malaysia Twelfth Malaysia Plan focuses on advancing green growth where it is embracing the circular economy (CE) to reduce pressure on the environment. To promote sustainable development throughout the life cycle of the construction sector, one of the strategies is to implement green procurement (GP). Procurement is one of the actions of obtaining and purchasing goods and services. The decision on which procurement to use for construction projects is essential to ensure that suitable procurement and successful project delivery are used. Green procurement was introduced in National Green Technology Policy (NGTP) in 2009, highlighting purchasing environmentally friendly and green products or services. The objective of this paper is to explore the potential of green procurement to promote a circular economy and its opportunities in the context of construction as a paradigm shift from conventional procurement to a greener approach. Extensive content analysis was used as the method to review this study. The outcomes of this study will provide an overview of circular economy and green procurement practices for construction and increase the awareness and knowledge of the circular economy and green procurement among the construction stakeholders.
