Abstract

China holds the largest number of valid invention patents globally, with 4.43 million valid domestic invention patents as of June this year. However, universities and research institutions face challenges in transforming their inventions into marketable products, unlike enterprises that are primarily motivated by profit. Chinese universities and research institutions reported a 22.2% increase in patent transfer and licensing transactions in the first half of this year, but these transactions represent less than 3% of their total valid invention patents. To address this, China is implementing measures to better apply technological advances, including the planning and construction of technology transfer platforms and reforms in income distribution for patent transfer. Persistent efforts are needed to address barriers such as incomplete research evaluation systems, underdeveloped patent transaction markets, and insufficient market demand.
