Gender-Based Violence Against Women Alert comprises a series of processes that, when viewed superficially, may cause it to be identified as a public policy. However, the way it has been designed and implemented also sometimes makes it considered as a policy instrument. The objective of this article is to identify the characteristics of the Alert of Gender Violence Against Women so that in the future it can be analyzed and studied from the perspective of public policy instruments.
