In the summer of 1974, the University Library of LMU Munich was under serious suspicion of censorship: It was accused of having deliberately withdrawn works of the sociologist and Communist Party member Horst Holzer from use. The incident triggered a huge press echo in West Germany, as it seemed to confirm all the clichés of a repressive CSU state in Bavaria. A working group set up by the Association of German Librarians on „Obstruction of Freedom of Information or Access to Information" also dealt with the incriminated accusations.
