The work deals with the historical and social conditions in which the figure of the Collector of Recyclable Materials emerges. The public policies demanded by these workers and how education communicates with their realities. The framework of theoretical reflections privileges contributions by Miguel Arroyo, Carlos Roberto Jamil Cury, and Jessé Souza. Research materials developed by the Institute for Applied Economic Research (IPEA) and research carried out by the research group at the Federal University of Rio Grande do Sul were also consulted: the Final Report of the Study of the Socio-Educational Profile of the Population of Collectors of Recyclable Materials Organized in Cooperatives, Associations, and Working Groups. The intention is to elaborate a textual route that connects the issues linked to the legislation to the context of the work and social struggle of recyclable material collectors.
