Abstract

Colombia is required to track and report its climate finances to the United Nations Framework on Climate Change (UNFCCC). The CHIP system monitors and reports public expenditure related to climate change by Colombian municipalities and departments. This article highlights methodological advancements and limitations in measuring public climate expenditure using the CHIP system. It presents an expenditure classification for climate change in terms of direct, potential, and indirect attribution categories. The water and sanitation sector, along with environmental protection, exhibit the most categories classified as direct attribution, while sectors such as health, education, finance, construction, and tourism show no direct public expenditure on climate change. Through the methodological route outlined in this article, monitoring, reporting, and verification are achievable with comparability, precision, consistency, transparency, and standardized reporting for local, departmental, national, and international actors. Finally, based on identified data quality barriers, the article suggests procedures to enhance data collection, registration, and reporting on public climate investment. [ABSTRACT FROM AUTHOR]
