Abstract

The article explains how Baltimore, Maryland became the overdose capital given the number of people who died from addiction with fentanyl and other prescription pills. It shows the failure of the city government and the task force managing the drug crisis in their response and approach to the problem, that included policing, public health programs and awareness campaigns. It describes the scattered efforts of city agencies an community groups and the different strategies to address overdoses.
