According to top U.S. generals, Russia's recent gains in Ukraine do not indicate a breakthrough for Moscow. While Russian forces have advanced into Ukrainian territory near Kharkiv, American military leaders believe that Russia lacks sufficient troops to launch a large assault on the city. Instead, the push seems aimed at protecting Russian territory and tying down Ukrainian forces.
