Abstract

COVID-19 has affected the health systems of countries. The purpose of this study is to assess hospital resource and bed utilization efficiency during the COVID-19 pandemic in member states of the European Union. The Pabon Lasso model was utilized to assess the efficiency of hospital bed utilization in this particular context. Data Envelopment Analysis was utilized to assess the efficacy of hospitals' resource utilization with respect to the selected input and output variables. The outcomes of Data Envelopment Analysis and Pabon Lasso were contrased. Among the Pabon Lasso parameters, Sweden was determined to have the highest values in the bed turnover rate parameter, Portugal in the average length of stay parameter, and Ireland in the bed occupancy rate parameter. Among the output variables, the highest discharge rate in 2020 and 2021 was observed in hospitals in Bulgaria. The ratio of physicians, as a health manpower, and considered the most important input variable, had the lowest value in hospitals in Cyprus in both years. According to Data Envelopment Analysis, hospitals in Cyprus, Latvia, Sweden, and the Netherlands were found to be efficient in both 2020 and 2021, respectively. According to Data Envelopment Analysis in 2020, %25 of hospitals were efficient, and when it comes to Pabon Lasso model, %70 were efficient. In 2021, %20 of hospitals were evaluated as efficient according to Data Evelopment Analysis, and %75 were evaluated as efficient according to the Pabon Lasso model.
