Abstract

This article examines how the twenty-first-century semiconductor industry functions and discusses different industrial policy instruments used by the United States and China to move ahead toward a resilient, geographically-close chain in the face of the technological dispute between them, deepened by the 2020 health crisis. The authors consider the role Mexico will play in this reorganization, using the analytical framework of global value chains and recent industrial policy conceptual developments. They conclude that the chain has a predominantly relational governance, high barriers for entry and concentration, and that its high interdependence and specialization generates a collaboration among global companies based in the United States and Asia. The strategic coupling in North America fostered by the United States will deepen Mexico's insertion into this, given the crisis in manufacturing since 2000 and the lack of active industrial policies.
