The announcement of the Second Constitutional Monarchy on July 23, 1908 was received with great joy and enthusiasm throughout Albania. The beginning of the Union and Progress Committee regime found the Albanians very active. Immediately after the promulgation of the constitution, national Albanian clubs were established in the main cities of Albania. The opening of many clubs in Albania, the publication of dozens of Albanian newspapers, the opening of a teacher's school in Elbasan for learning Albanian and the acceptance of Latin letters were disturbing the High Gate and in particular the Committee of Union and Progress. The conflict between the Albanians and the Young Turk government became apparent after the counter-revolution of 1909 and the martial law process that followed. The harsh stance of the Unity and Progress Committee and its deeply wrong policies towards the Albanians turned the established cooperation between the Albanians and the Young Turks into a confrontational relationship and further fueled the Albanian nationalist uprisings. The administration of the Union and Progress Committee sent inexperienced and incompetent people as administrators to the Albanian areas, just because they were unionists. They began to implement laws that Albanians were not used to until then, saying that the basis of constitutionalism is equality, regardless of local characteristics. At the root of the problems in Albania were the consequences of extremism in the state administration. Unusual laws were applied to the people, those who did not pay taxes were forced to pay all kinds of taxes and those who did not do military service were forced to do military service. Despite the Constitutional Monarchy, a uniform management approach everywhere made the government unpopular in the eyes of the people. [ABSTRACT FROM AUTHOR]
