Abstract

One of the main challenges faced by the State and society today is the digital inclusion of vulnerable groups and minorities. Thus, this research aims to approach digital inclusion as a means of promoting the rights of personality and to present the goals and priorities of the National Policy on Digital Education (LAW No. 14.533/23), in order to analyze its effective potential. The research is guided by the following problem: is the National Policy on Digital Education an effective instrument for the promotion of digital inclusion? To this end, it uses the deductive method and employs a literature review methodology. As a result, we have, in short, that in spite of the legislator’s zeal to prioritize digital and informational literacy, as well as an education focused on the protagonism of users, the policy is shy regarding the practical measures of distribution of information and communication technologies (ICTs), essential for digital inclusion.
