Abstract

The global imperative to transition from fossil fuels to renewable sources is addressed, with hydrogen identified as a pivotal energy carrier. Departing from qualitative approaches, quantitative methodologies are employed to understand the challenges comprehensively. Qualitative insights are quantitatively assessed through a novel index, enabling a nuanced analysis of strengths and weaknesses. The resulting model is a precise tool for informed decision-making in energy transition efforts. Notably, Chile, New Zealand, and Morocco are identified as high-potential economies for hydrogen development, aligning with expert opinions. Conflict demonstrates an overall negative correlation with technological progress, while regulatory quality emerges as a strong positive correlation with the state of hydrogen in policy. This quantitative model offers a robust framework for future research and application, including incorporating additional data and subnational-level analysis. The study provides a quantitative foundation for advancing hydrogen development and sustainable energy transition. • A numerical index can be beneficial to studying the ongoing energy transition. • We present a novel way of quantizing hydrogen development using various indicators. • Results show that there are several "hidden champions" with high growth potential. • Indicators based on varying dimensions of development offer a clear picture forward.
